Long-term peace requires more than the absence of armed conflict. It requires human dignity, freedom from fear, and the ability to feed and raise a family. If armed groups can offer a livelihood (e.g., illegal mining) and peaceful society cannot, then communities will not be able to afford to support peace, democracy and civil society for very long. |

Action 2 of Pragmora's comprehensive peace plan focuses on establishing a Peace Dividend for those civilian Congolese living in the conflict region. |

In the Democratic Republic of the Congo, a Peace Dividend means being able to make a living, and the peaceful return home of refugees and internally displaced persons. |

Formal agreements brought peace to most of the DR Congo in 2008, but the east has never been free from conflict. Over the past 12 months, there has been a visible increase in violent attacks by various armed groups, and out of control Congolese soldiers.
