Baroness Catherine Ashton is the European Union's High Representative for Foreign Affairs and the final decision-maker on whether or not the EU will send an Election Observation Mission to the DR Congo to monitor the November elections. The decision will be made in the next 10 days. An EU election observation mission could ensure that the upcoming election in the Congo are free and fair -- avoiding an escalation of the simmering conflict.
